SHEBBEAR PARISH COUNCIL
The Northern Devon Core Strategy

Since 2006 Torridge and North Devon District Councils have been identifying key planning issues and assessing the future needs of the area to take us forward to 2026. This has been based around the Governments directive that the northern Devon area will need an extra 21,600 dwellings in that period. This has been roughly broken down to estimate that Shebbear will need to enlarge to the tune of approximately 300 more dwellings (imagine 10 more developments the size of Ackland Close). In 2008 Shebbear Parish Council submitted a letter to TDC in response to a consultation on an earlier stage of the Core Strategy called the The Local Development Framework (LDF). This can be viewed on the PC pages of this website among the 2008 Minutes.

The Parish Council was addressed by a member of the TDC Planning team at the January meeting where it was emphasised that any policy input from our parish should be received by the Core Strategy Team before March 4th when the current 6 week consultation concludes.

Our Parish Councillors are keen to ensure that our views are taken into account when the final policy is agreed, particularly as in the past there has been evidence that a number of developments have been inflicted on the parish without sufficient preplanning to provide facilities, employment and infrastructure.

To enable parishioners to express their opinions on the way we would like our community to evolve, and to ensure that the Core Strategy Final Policy reflects our requirements there will be a Public Meeting at 7-30 pm on Tuesday February 9th in the Church Room, Shebbear before the official agenda of the Parish Council begins.

The Parish Clerk will also receive any suggestions to be included in the final Shebbear response.

UPSTREAM

February 10th - March 14th 2010 Art Exhibition - Bideford Bay Creatives at The Little Gallery On The Farm The Little Gallery On The Farm re-opens on Wednesday February 10th with "Upstream", a Spring exhibition featuring work by members of the Bideford Bay Creatives.

The show features work by 9 members of the group which was created in July 2009 in response to the fact that there are a large number of creative practitioners in Bideford, Northam, Appledore and Westward Ho! but with no formal way of being brought together to network, share ideas and generate new projects.

Included in the exhibition are atmospheric and detailed paintings, prints and drawings by Duncan Hopkins, Janis Glover, Gillie Jackson, Rosie Burns and Sarah Woolfenden; dramatic photography by Mike Bentley and Dave Green; and exquisite jewellery by Kim Styles and Flambeaux Jewellery (by Raz Scott Olivier). All these artists are very active members of the North Devon creative community, and are involved in exhibitions, establishing events and promoting local businesses. This varied exhibition is well worth a visit and provides a great opportunity to find a locally crafted, original and unique gift for a loved one on Valentines or Mothers Day.

The Little Gallery on the farm is 1 1/2 miles south of Stibb Cross on the Shebbear road. The Gallery is open Wednesday to Saturday 10am to 5pm and Sundays 11am to 4pm.

COMMUNITY MESSAGING SYSTEM - (CMS)

Now, thanks to a computer messaging system, the Police have a way of contacting you quickly and easily regarding either an appeal about a particular crime in your area or to pass on information to help you protect yourselves from crime. The system allows you to choose the best time of day for us to call and if there is no answer, our system will try to reach you later and it is also possible for us to leave the message on your answering machine.

Information from the public helps us in the fight against crime and many crimes have been solved because people have responded to police appeals for information. You are our eyes and ears and we need you to help make our community a safer place.

We are trying to sign up as many members of the community as possible to this system so I am writing to you today to invite you to join. If you have already signed up to CMS, please mention this to any members of staff, councillors or members of the public you know. If you haven't signed up and wish to join you can either print out the Community Messaging Registration Form from the Devon & Cornwall Constabulary website (www.devon-cornwall.police.uk) and go to Get Involved down the left hand side, call at your local Police Station or contact me and I will forward a form to you. When completed, sign the form and post to your local Community Messaging Office at Barnstaple Police Station, North Walk, BARNSTAPLE, Devon EX31 1DU or return to me.

Here is the first message received by shebbearvillage.co.uk

This message relates to police log 300 of the 23rd January 2010. A charity collector believed to be bogus was reported in the Winkleigh area on Friday the 22nd January. He tried to get the householder to write a cheque. He had no identification. The householder was rightly suspicious and sent him on his way. Never give cold callers cheques as this gives them your account details. Description of bogus caller is male, white, age 30 to 35, short dark hair, Irish accent, 5ft 10" to 6ft tall. The householder in this instance would have been justified in using 999 to report this incident.
