BARN CLOSE TORRIDGE D.C DEFER FOR 3 WEEKS

The Planning Committee of Torridge District Council deferred it's decision on the land behind Barn Close for a further 3 weeks at their 8th March 2007 meeting. The plans committee are generally happy with the scheme as proposed, except for one specific subject and that is the affordable home provision. They do not believe that there is a proven need for one bedroom apartments in Shebbear. So they have asked the applicant to review the proposal and given him three weeks to discuss the proven housing need with housing officers and to come back to planning with a revised application. The application is for 30 or 32 homes, with one road access by the phone box, and it provides off street parking for the Balkwill Cottages residents who would lose the parking places across the road from their houses. There is a footpath link planned to Balleroy Close. Most of the hedge that goes across the field will be retained as part of the landscaping. About 6 of the dwellings will be affordable, that means they will be handed over to a housing association at a much reduced price, and probably made available for rent, possibly a couple would be shared ownership.

The developer is signing an agreement with South West Water to pay a certain amount to upgrade the sewage works to take the extra load. He is also paying about £19,000 to Devon County Council towards the cost of secondary education, and another sum of money will be paid over for the maintenance of existing play equipment in the playing field, rather than create yet another play area inside the new development. The planning officers are recommending approval.

The first thing must be to create a contractors compound on the site so that no workers' vehicles get parked in the road and all material is safely stored off the road. The phone box will be moved, probably to somewhere by the village hall, and the Parish Council have requested that a new box should be up and working before the old one is taken away. There has been concern about the rainwater run-off calculations but the council's planning officers have had the numbers checked and they say they are OK.
