DOCTOR'S SURGERY 4th October 2021

Well, the surgery has had planning permission granted to change it to a dwelling, the skips have been filling up and taken away and tea time on Monday 4th October it was noted that there were sharps sitting on the top of the skip. On closer investigation, there were also patient records, staff records, hard drives and drugs all set for landfill.

Just to be clear, the skips have absolutely nothing to do with the incoming owner who was as horrified as existing residents to discover what was being thrown out. This is not what shoud be happening to people's private details and the drugs and syringes are an obvious hazard to youngsters. As a resut the authorities have been notified



SHEBBEAR SURGERY IN SUDDEN CLOSURE SHOCK

On Thursday 28th June 2018 it was disclosed that the Shebbear surgery was to close it's doors to patients the following day.

Most people were aware that Dr Francis Fernandez had decided to retire and the news was covered by local press such as this report back in April 2018. Subsequently, it was revealed that after a tendering process, the Ruby Country Medical Group based in Holsworthy were due to take over both Shebbear and Hatherleigh surgeries on 3rd August 2018.

It came as a shock to patients of the respective surgeries that they were to close on Friday 30th June with just a day's notice. Some patients had their appointments cancelled and repeat prescriptions were refused. No official announcement has been made at the time of writing this report, although it's been suggested on social media that patients should contact the Ruby Country Medical Group based in Holsworthy.

It was further suggested on social media that the closure isn't permanent and both Shebbear and Hatherleigh surgeries will open again in due course. In the absence of any official statement from any of the parties involved, this report cannot offer any more factual information. The Shebbear surgery website is no longer active but there might be an announcement on the Hatherleigh website. Once the situation becomes clearer, an update will be provided. In the meantime the local Facebook pages are likely to bring breaking news.

URGENT INFORMATION ABOUT YOUR PRACTICE
Hatherleigh Medical Centre and Beech House Surgery

You may remember that NHS England wrote to patients in March about Dr Francis Fernandez's decision to retire this summer from Hatherleigh Medical Centre and Beech House Surgery in Shebbear. This meant resigning from his NHS contract.

Following a procurement process we (Ruby Country Medical Group) were appointed to take on the running of both surgeries. We already operate the nearby Holsworthy Medical Centre and Stratton Medical Centre, and many of the current staff will be working with us so you should continue to see familiar faces.

It has been agreed that we will now be taking over the running of the surgeries from Monday 2 July to ensure you have continued access to primary care.

Dr Fernandez's owns the current GP premises, and we have been working hard to secure the continued use of the buildings when we take over. However is has not been possible to secure agreement to use the premises, so we have had to put in temporary accommodation arrangements to make sure you can continue to see a GP or nurse.

What does this mean for me?
This means that from Monday 2 July we will be providing some GP care from two temporary sites in the short term:

Hatherleigh Community Centre, Bowling Green Ln, Hatherleigh, Okehampton EX20 3HB
Clinic times will be from 9am-12noon and 3pm-5pm, Monday to Friday. We will be treating a range of minor illness, on-going problems and providing general nursing services including blood tests.

Shebbear Village Hall, Shebbear, Beaworthy EX21 5RS
Clinic times will be:
Monday 3.30-6.00

Tuesday 9.00-12.00 & 3.00-5.00
Wednesday 12.30-5.00
Thursday 9.00-12.00 & 3.00-5.00
Friday 9.00-12.00 & 3.00-5.00
Please note, these are the correct times, not those on the letter sent out to patients.

We will be treating a range of minor illness, on-going problems and providing general nursing services including blood tests.

You will be able to access the full range of primary care services from Holsworthy Medical Centre from Monday 2 July, until we can arrange more permanent premises in Hatherleigh & Shebbear.

We will be arranging patient transport to Holsworthy Medical Centre for anyone who needs support to travel - please do call us if you require help getting to and from the surgery.

Getting your prescription

Prescriptions will be available for collection from Hatherleigh Community Centre between 3pm - 5pm Monday to Friday and from Shebbear Village Hall between 2pm - 4pm Monday to Friday. You will also be able to collect prescriptions from Holsworthy Medical Centre during normal practice hours.

13th July 2018
NHS England letter released by Mark Proctor blaming Dr Fernandez for not being able to secure Beech House and unspecified problems with Hatherleigh premises and Shebbear Village Hall. Strangely these happened at exactly the same time within an hour or so of each other.

Q. How long will the mini bus to RCMG run? What are the plans for prescriptions?

31st July 2018
It was revealed that a Shebbear resident had negotiated with Dr Fernandez to act as intermediary to ensure that Beech House can once again be used as our surgery. This was rejected out of hand by Dr Brown of Ruby Country Medical Group and said that there was no time scale to replace Beech House.

RCMG July/Aug Newsletter
Still claiming that Dr Fernandez prevented them from using Beech House. Dr Fernandez has told residents of Shebbear that he is very keen on Beech House to be continued to be used for the new GP Practice. It is reported that Dr Brown and Jane Wells of RCMG have both said that they won't deal with Dr Fernandez.

3rd August 2018
RCMG release the following information:

"Premises in Shebbear
Ruby Country Medical Group continues to explore options for securing suitable premises in Shebbear. Preliminary landlord discussions have been held. This will always be a delicate process, but the practice is doing all it can to bring GP care back to the village as soon as it can.
Local collection of prescriptions
A GP practice that wants to dispense medications itself – rather than via a pharmacy – has to get approval from NHS England. This requires a formal application, in line with national regulations. Ruby Country is seeking dispensing rights for its patients in the Hatherleigh and Shebbear areas. An application has to be based in part on demand from patients, which the practice is collating."

It is believed that there is already a dispensing license for Beech House, so why will they not consider it? This is also the first time that RCMG tell most patients who their appointed GP is, a month after they should have according to their contract and indeed the law.

Jane Wells turns down an invitation to meet patients at a public meeting with a date to suit her. 8th August
Reports from Holsworthy social media that RCMG appointments for Holsworthy residents are in the region of three weeks, even for very serious conditions that require much speedier attention, although Hatherleigh and Shebbear patients report little wait to get an appointment.

14th August
A statement is read out at the Shebbear Parish Council meeting saying that RCMG will not attend a PC meeting that is open to the public. The reason given is that residents are getting upset on social media. A statement supplied by Dr Fernandez said that he had signed the Licence to Occupy and the Wednesday before the premises were due to be handed over, he received an email to say that RCMG had withdrawn from the agreement and won't be proceeding. There was no reason given. Dr Fernandez insists that it makes no sense for him to block the use of Beech House of Hatherleigh and is happy for the premises to continue to be used for their original purpose.

26th August
The RCMG and NHS England have stopped answering questions. Freedom of Information requests have been made and we await them being forced to answer to the community of Shebbear.

It is perfectly understandable if you feel that you need to move to a different surgery, but please put off the time as long as possible and complain to the CQC explaining the reasons why you had to.

It may also a good idea to tell RCMG that you can't get to Holsworthy for prescriptions if asked.

25th September

14th December
The new Hatherleigh surgery opens on Monday 17th December and this message was posted on Shebbear Community Facebook page by Hollie Williams:
Hey peeps, heard this morning that there will be no more bus shuttle service to the Doctors at Holsworthy as of next week, today was the last day :-O I'm scared for our fellow villagers who need medical services on a weekly basis :-(

BUS FROM SHEBBEAR We know that there has been some concerns that the bus from Shebbear to Holsworthy practice stopped yesterday. However the driver got it wrong, the bus from Hatherleigh has stopped but it will continue from Shebbear. Apologies for the confusion.

16th December
The following is a message posted on the Shebbear Community Facebook page claiming that the RCMG message was not accurate:
I would like people to understand that the bus driver did not get it wrong. The service contract was to end on Friday and no one saw fit to inform either Hatherleigh or Shebbear patients. I was shocked at this and informed Holsworthy Medical centre that their patients did not know there was no longer any transport. The company I work for then got a phone call late Friday aftrrnoon asking if we could do a new service but from Shebbear only. If I had said nothing to anyone then Holsworthy would not of realised they were letting people down. Times of service are the same.
